What is changing?
The Reserve Bank of Australia (RBA) published a Conclusions Paper on 31 March 2026. The initiatives include a ban on Surcharging of credit, debit and prepaid card transactions, from 1 October 2026.
Reserve Bank of Australia surcharging information
The RBA reforms to remove surcharging aims to:
- Simplify the payment experience for customers
- Improve transparency of fees
- Increase competition between payment providers
What to consider before 1 October 2026:
Card surcharging ending
After 1 October 2026, debit, credit and prepaid card surcharges will no longer be permitted.
Terminal updates
Make sure your terminals are available for software updates to disable surcharging. We’ll be in touch with more details.
Third-party providers
Contact your provider as soon as possible to ensure surcharging is disabled by 1 October 2026.
Remove signage
Remove or amend any references to surcharging (e.g. menus, checkout pages, in-store signage) by 30 September 2026.
You can continue surcharging until 30 September 2026. If you don’t currently surcharge, there’s nothing you need to do.
Surcharge changes do not apply to cash payments or taxi fares, regardless of payment type. Refer to Card surcharges | ACCC and Reserve Bank of Australia| RBA for further details.

Until then: Your current surcharging arrangements can continue, and existing rules still apply until 30 September 2026. You can still use the current surcharging guidance during the transition period.
